Due to Unfulfilled Obligations from Growth Plan, Brussels Disburses 10 Out of 18 Million Euros to Montenegro

The European Commission has approved EUR10.2 million for Montenegro instead of the EUR18 million expected by Prime Minister Milojko Spajic’s government.

The government believes that 10 out of 14 required steps have been completed, but the Commission found that only seven were fully met and approved a reduced sum, Radio Free Europe reported, citing the Ministry of European Affairs.

"The European Commission confirmed that seven steps were fully completed, while seven are considered initiated but not completed within the set deadline by the end of February. That is why instead of the expected EUR18 million, a EUR10.2 million tranche was paid," the ministry said.

Without specifying which obligations were not met, the ministry explained that "those seven steps were carried over to the next period" under an extended 24-month deadline and will be subject to further assessment.

The EU Growth Plan for the Western Balkans includes EUR6 billion in grants and favorable loans from 2024–2027. Montenegro has been allocated EUR383 million. However, disbursement depends on the reforms outlined in the Reform Agenda adopted by Spajic’s government a year ago.
