At the Accession Conference with Montenegro on March 17, negotiations on Chapter 21 - Trans-European networks – will be provisionally closed, marking the closure of 14 out of 33 chapters.
Montenegro opened accession talks in 2012. The government has set a goal of closing all 33 chapters by the end of the year, and joining the EU in 2028, which has been highlighted in all public appearances of state officials.
Analysts in Podgorica caution that this could be an overly ambitious and hard-to-achieve goal, despite Brussels’ strong support and its undeniable desire for enlargement, as well as strong pro-EU orientation among the country’s citizens, standing at some 70 percent, according to polls.
In December 2025, Montenegro closed negotiations on five chapters, and on another one, dealing with financial control, early this year.
