After the first strong reactions from the academic community, the Serbian Cabinet withdrew on Nov. 22 supplements to the Law on Higher Education from parliament, saying that “additional consultations” on the act were needed. Despite publicly admonishing the Cabinet for withdrawing the bill, it is certain that Serbian President Aleksandar Vucic is behind the decision and that he is likely seeking to avoid opening a new front, as tensions run high in society.
