Montenegro’s upcoming presidential election, in which the current head of state, Milo Djukanovic will also take part, is perceived as the least certain in the past 25 years. Surveys show that the first round is unlikely to produce a winner, and that a second round, two weeks later, is inevitable. Djukanovic, who will definitely be in the runoff, has taken a serious risk, as his victory is questionable.
