The final report of the OSCE’s Office for Democratic Institutions and Human Rights (ODIHR) on the December parliamentary elections in Serbia is neither too harsh nor mild, which has enabled the authorities and the opposition to present completely opposite interpretations of the document. The fact that ODIHR uses a diplomatic language to say unpleasant things in an acceptable way contributed to that. The report has been presented in the domestic media in totally opposite ways, too – while the independent ones faithfully conveyed the most important aspects, the pro-regime outlets provided a completely distorted image.
