Claims that the Montenegrin government may change the Citizenship Act and thus give numerous Serbs who do not live in Montenegro the right to vote have sparked strong reactions in both that country and the region. Opponents of the solution fear that Serbian President Aleksandar Vucic is determined to change Montenegro’s “blood count” and thereby secure Serb domination in the country, but it is unclear for the time being whether that scenario is feasible. What is certain is that initiating that process could considerably heighten tensions and lead to conflict in Montenegro.
