Nearly five months after parliamentary elections, on Oct. 31, Montenegro received a new, minority cabinet spearheaded by the young populist Milojko Spajic. Despite the strong opposition of the EU and U.S., for the first time in 30 years Spajic brought pro-Russian and pro-Serbian parties, which were the backbone of the recently disbanded Democratic Front, into the cabinet.
