The coordinator of the National Convention on European Union (NCEU) Working Group for Chapter 35, Dragisa Mijacic, said that the Community of Serb Municipalities should be a functional institution with clear powers guaranteed by the Constitution of Kosovo.
“In other words, the realistic expectation is that the Constitution of Kosovo will be amended in the manner to recognize the Community of Serb Municipalities and its powers. Without it, no agreement will make sense,” Mijacic said in an interview with the Blic daily published on Jan. 18.
According to Mijacic, the idea behind the Community is to “legalize” the Serbian institutions present in Kosovo, including hospitals, medical centers, primary and secondary schools, welfare centers and employment services.
Mijacic said that the Community should resolve it, as it’s expected to have “executive” powers. He underlined that the Community “cannot be a Republika Srpska,” because there’s a huge difference between the political, constitutional and legal systems of Bosnia and Kosovo.
