Montenegro’s new National Assembly is to convene on July 27 for its inaugural session and the election of the parliament speaker. According to the media, the new cabinet will be formed with the members of the now-dissolved pro-Serbian coalition, the Democratic Front.
It is unclear if the parliament speaker will actually be elected during the first session, but it is generally thought that the new Government lineup has already been agreed upon between the Europe Now Movement and the members of the disbanded Democratic Front and without the inclusion of the ethnic minority parties.
Following the first round of official negotiations, the Europe Now head, Milojko Spajic, had changed the initial plan to form the government with Democratic Montenegro, the minority parties, and the People Socialist Party of Montenegro, which would get the support of 43, at best, out of 81 MPs, and turned to the Democratic Front and “expanding the cabinet.”
Some media outlets have alleged that Spajic has decided on this step to avoid conflict within his party and due to being under severe pressure from certain individuals close to Serbian President Aleksandar Vucic. It seems like Spajic is trying to reconcile the irreconcilable – to include what was the Democratic Front into the Government while trying to keep the West’s support and not lose the rapport he had built with the minority parties.
