The stance of the European Union is that work on forming the Community of Serb Municipalities in Kosovo must be initiated without delay or preconditions within the Belgrade-Pristina dialogue, and both sides know well what they need to do, the media representative of the European Commission, Peter Stano, stated on Sept. 21.

Stano said this in response to a reporter’s question about whether the EU shared the opinion of the U.S. and Germany, that the Community had to be established in keeping with the Constitution of Kosovo and decision of the Constitutional Court in Pristina, and that, as the reporter quoted, the Community could not have executive authority as per the opinion of former EU representative Federica Mogherini.

The EC spokesman stressed that “the opinion, stance, recommendations of all EU members are very clear,” that work on establishing the Community has to start urgently and without preconditions, and this, Stano reiterated, is the stance of Germany, as well as of Spain, Slovakia, Italy and other members.

In this context, he pointed out that Washington provided full support to the Union’s mediators in working on this within the Belgrade-Pristina dialogue.
