Kosovo Albanian Publicist: For Successful Outcome of Belgrade-Pristina Dialogue, Framework Needs To Be Changed

Kosovo Albanian publicist Veton Surroi on Sept. 7 said that for the dialogue on normalization of relations between Belgrade and Pristina to be successful, the dialogue framework had to be changed, wherein both sides should be represented equally and “as independent states.”

“Unless the framework changes, the dialogue will produce no results. The negotiations must be established at the level of two independent states which want to develop peaceful relations,” Surroi said in an interview with TV Euronews Albania.

According to Surroi, Serbia “does not accept the past by failing to condemn the war crimes,” while in parallel Serbia “has been requesting the integration of the Western Balkans into the EU.” In his words, the dialogue will produce minimum results and the talks have to be conducted on an equal basis between Belgrade and Pristina.  

Surroi described as “a mistake” the agreement on forming a Community of Serb-majority communities. According to him, agreements regulating the life of the Serbs in Kosovo should have been concluded only after Serbia recognizes Kosovo’s independence.  

Speaking about the Open Balkan initiative, Surroi said that there existed “a competition between Albania and Kosovo, noting that “a first sin” was to believe that the region could be integrated without ending the clashes, explaining that it referred to “Serbia’s disputes with Kosovo, Bosnia and Herzegovina and Montenegro.”

Surroi is a member of the Pristina government’s advisory expert group for the dialogue with Belgrade.
