Shkodran Ramadani, an analyst, said on Aug. 9 that the Kosovo government had failed to make progress in almost every area, and that its plan now was to employ an aggressive policy in Kosovo to compensate for its failures.
Ramadani said in an interview with KTV that the government was actually trying to galvanize the people ahead of Kosovo’s parliamentary elections. “This is an election year, and the authorities, who failed in all areas, including the economy, healthcare and judiciary, want to use an aggressive policy in the north to compensate for all of their failures, galvanize the people, polarize the political arena and enter the election race more consolidated,” Ramadani explained.
According to the analyst, since its first day in office the government had employed a two-tier policy in the EU-mediated dialogue with Serbia.
“One route was strategic, where the parameters were established for the process manifesting itself in the Brussels agreement, under which Kosovo accepted to set up the Association of Serb-dominated municipalities. The other was tactical, where the government, having accepted the obligation at the strategic level, used small tactical interventions to try and rectify the Brussels agreement's flaws,” the analyst explained.
