Parties Reach Agreement, Implementation Uncertain

Last week’s negotiations between Belgrade and Pristina in Ohrid, North Macedonia, ended, in the words of EU foreign minister Josep Borrell, with the reaching of a verbal agreement on the Implementation Annex to the Agreement on the path to normalization between Kosovo and Serbia. However, Serbian President Aleksandar Vucic has again presented a different view of the agreement from Borrell’s, like he did in Brussels on Feb. 27 when he agreed with Kosovo Premier Albin Kurti on the content of the Agreement. The Implementation Annex states that the progress of Serbia and Kosovo on the European path will directly depend on its implementation, as confirmed by both Borrell and Vucic.
