Escobar: Community of Serb Municipalities Kosovo's International Obligation

U.S. special envoy for the Balkans Gabriel Escobar said that the Community of Serb Municipalities was Kosovo's legal obligation and that it could not avoid this responsibility.

"The Community of Serb Municipalities is the legal obligation of Kosovo, Serbia and the EU which led the process, and we have chosen to support this. Ergo, no party or individual can run away from this responsibility," Kosovo online quoted Escobar as saying on Jan. 12 to the Pristina media.

Escobar added that he had heard very constructive proposals from civil society and multi-ethnic groups that want the Community to be formed, as well as research organizations that proposed how the Community might function and avoid threatening the functionality of Kosovo or the Constitution and laws.

"These are partners that I will begin searching for to help us reach some ideas and demystify and alleviate some of the fears that people can have regarding the implementation of this agreement," Escobar said.
