Kurti Lists Six Conditions To Form Community of Serb Municipalities

Kosovo Premier Albin Kurti announced on Feb. 6 that there were six conditions for the forming of the Community of Serb Municipalities and the first was, as he said, that the Community is formed “in accordance with the Constitution of Kosovo and the laws in effect.”

Kurti stated during the session of the Assembly of Kosovo that “a one-nation community cannot be formed” and that the current name of the Community was unacceptable. “It cannot have any public or executive power and it can only serve the horizontal cooperation among the municipalities, as is defined by the Constitution,” Kurti said.

He said the third condition was that the rights of ethnic minorities had to “strengthen the principle of reciprocity between the two states,” in which European standards and models should be considered. Kurti added and one of the conditions was “the shutting down of illegal institutions in northern Kosovo and surrendering of illegal weapons.”

“The fifth condition is that the Community is determined as a part of the final agreement and implemented after the mutual recognition and after Serbia accepts the principles of the U.N. Charter regarding Kosovo,” Kurti stated. He added that the last condition was for Serbian President Aleksandar Vucic to retract the letters sent to the EU members, urging them not to accept Kosovo’s application for EU membership because, as Kurti assessed, that represents a violation of the Brussels agreement from April 2013.
