Prosecutor’s Office Collecting Evidence Regarding General Staff Building Contract

In addition to its investigation into the illegal removal of heritage status from downtown Belgrade’s former General Staff building – largely destroyed in the 1999 NATO bombing – the Prosecutor’s Office for Organized Crime is also gathering evidence related to the contract for developing the site, which was awarded to Atlantic Incubation Partners LLC, owned by U.S. President Donald Trump’s son-in-law Jared Kushner, the Radar weekly has reported.

Citing unofficial sources, Radar stated it does not yet know who the suspects are in the latter case nor whether anyone has been interviewed. The weekly did suggest the investigation may include former minister of construction, transportation and infrastructure Goran Vesic, who signed the contract in the name of the Serbian government.

According to earlier Radar articles, Finance Minister Sinisa Mali was also heavily involved in the project, practically single-handedly negotiating the deal with Richard Grenell, the former U.S. envoy for the Western Balkans and a close associate of President Trump.

The controversial contract was closed between Kushner’s company and the Serbian state in May 2024 and entails the founding of a special joint company majority-owned by Atlantic – 77.5 percent to be exact – while Serbia would hold 22.5 percent of shares.

The details of the contract require Serbia to remove the site’s heritage status in a manner “acceptable” to Kusher’s firm, to fully clear the ruins – also in a way that is “acceptable” to Atlantic – and to provide the land free of rent for 99 years, with the option of subsequent free conversion into property rights.
