Shortly before the Covid-19 outbreak in Serbia and Kosovo, High Representative of the European Union (EU) for Foreign Affairs and Security Policy Josep Borrell had visited Belgrade and Pristina, sharing a message that status quo was not an option and that they should revitalize the dialogue as soon as possible. The atmosphere surrounding the fight against the coronavirus, cloaked with a veil of secrecy and redirecting public attention to threats to health and existence, allowed politicians, diplomats and bureaucrats to finalize many tasks, including one or two related to the Kosovo-Serbia dialogue. Kosovo Prime Minister Albin Kurti has been particularly creative, as his government became quite active after March 25, when the Kosovo parliament voted no confidence in the cabinet.
