A sustained effort by the authorities in Serbia and President Aleksandar Vucic to demonstrate the country’s balancing skills while handling ties with Russia and the West, and maintaining a neutral military status, might be overshadowed by a recent scandal involving a former assistant to Russia’s military attaché based in Belgrade, Lieutenant Colonel Georgy Kleban. A video made last December shows Kleban giving money to an anonymous Serbian officer, and Serbian intelligence has confirmed its authenticity.
