The Johns Hopkins University professors, Daniel Server, has said he is “not completely sure” that any document will be signed at a Belgrade-Pristina meeting in Washington, scheduled for early September, but does not exclude the possibility of  the two sided achieving “some agreement in the field of economy, including a deal on industrial complex the Trepca Mines and Gazivode Lake.”

“Further, a deal is possible on establishing special economic zones along the border line between Kosovo and Serbia. I doubt that there will be an agreement on any major political issue relating to normalization of relations, as it is the impression that Belgrade is not willing to recognized Kosovo as an independent and sovereign state, while Pristina cannot accept anything less,” Server told the Aug. 25 issue of Belgrade daily Danas.

He added that Kosovo Premier Avdullah Hoti had a small majority in the parliament and did not wish to risk the holding of early elections, which would most certainly be won by the former premier and Self-Determination leader, Albin Kurti.
